In response to the growing capital access crisis in the Israeli Healthtech ecosystem, the 8400 Network came together with key stakeholders for a focused working session.

The goal: to identify actionable short and medium-term strategies to expand access to global funding and support startup growth during a period of heightened uncertainty.
The session outlined strategic funding directions and explored additional supporting pillars, including tools, models, and collaborative approaches, to help activate and implement these strategies.

Below is a summary of the key directions and proposals that emerged from the session.

  1. Funding Strategy & Sources

  • Target non-traditional funding sources, including:
    Untapped global regions (Far East, U.S. Midwest).
    Tier 2/3 multinationals
    Donor-advised funds (DAFs).
    Jewish and Israel-affiliated impact-oriented investors.
    Encourage philanthropy alongside investment, acknowledging these as separate but complementary channels.
    Explore impact fund models (e.g., Impact Investing Model or Outcomes Fund Model) that appeal to value-driven investors.

 

2. Investment Models & Mechanisms

Establish a startup-investor marketplace, categorized by stage (e.g., seed/growth) and vertical (e.g., digital health, biopharma).
Form Israeli-based investment partnerships to support global investors and monitor portfolio startups.
Advocate for government matching mechanisms (e.g., 1:1) to de-risk investments and draw institutional capital.
Form Investment channels in cooperation with local health institutions & Academia.

3. Tools, Channels & Infrastructure

Leverage a range of enabling platforms and intermediaries:
AI-powered investor–startup matching platforms.
Investment bankers as facilitators, funded through ecosystem alliances.
Official diplomatic and economic channels (Israeli Foreign Ministry, embassies, economic attachés).
Centralize branding and storytelling assets to support all fundraising activities.
Prepare startups through readiness programs for global capital engagement.

4. Ecosystem Building & Collaboration

Encourage shared networking and visibility across the ecosystem investors.
Build a framework for shared outreach and co-investment.
Incentivize local health institutions (hospitals, HMOs) to serve as pilot sites and validation partners.
Position Israel’s startup-hospital-academia triangle as a unique global advantage.

5. Community Mobilization & Outreach

Organize delegations and campaigns targeting relevant investors (e.g., Jewish Federations, philanthropic summits).
Hold joint roadshows and investment summits in Israel and key global hubs.
Activate ambassadors and connectors to open doors and convey Israel’s health innovation value.
Use storytelling to highlight both economic returns and societal/health impact.
Support founders with mentorship, pitch preparation, and international exposure.

Driving Business Development & Global Partnerships

Iris Adler, from the 8400 team, is leading our business development and global partnership efforts to strengthen Israel’s HealthTech ecosystem. To support this work, we are forming an advisory committee that will help guide and advance key initiatives discussed during the gathering, such as delegations, investor mapping, and outreach to Tier 2/3 multinationals and U.S.-based investors.

Working Groups

Based on the discussions, we are also moving forward with several work groups to explore:
1. Expanding Beyond the U.S.
Opening new opportunities in untapped global regions (e.g., the Far East, Europe).
2. Health System Activation
Incentivizing Israeli hospitals and HMOs to serve as pilot sites and validation partners, with government support alongside both philanthropic and non-philanthropic funding models.
3. Positioning Israel as a HealthTech Leader
Examples:
Leveraging Israel’s startup–hospital–academia triangle as a unique national asset
Activating ambassadors and connectors to share Israel’s innovation story globally
